After the1980s, the evolution of management theory paradigm has entered cultural determinism stage from managerialism and contingency theory. The research priority of the administrative management study has gradually turned to cultural factor. Administrative culture is the subsystem of social culture, the administrative personnel and the public is the subject and object of administrative culture communication, and affect the administrative practice by spreading symbols. The administrative values system is the deep system of administrative cultural system, decide the run of the administrative cultural communication system as well as the behavior of the administrative subject and object. On this basis, this study analysis the administrative cultural communicative system and perspective the administrative value conflicts between the administrative subject and object.Through the study we found that, there’re value conflicts between the administrative subject and object in administration practice at present. On this basis, in the aspect of the theory I define the concepts of the administrative culture and administrative value conflicts through combing the literature results. Then, I comb the elements of administrative cultural system and construct the model of it to clear the status of administrative value conflicts. At last, I sum up the composition of the administrative value conflicts. In the aspect of practice, based on the study’s architecture of the outgoing administrative structure, the author studied the administrative information which communicated in the implementation of the land requisition policy, in Ningxiang county of Hunan province Jinzhou town, describe the phenomenon of administrative conflicts.Through that I confirm the inner and outer causes of the value conflicts, and put forward the countermeasures.The conclusions are as follow. The communication of administrative culture is a process which spreads the dominating concept system as well as concept design through the run of the symbol system and behavior system, which promotes social integration and development. Based on the study’s architecture of the outgoing administrative structure, the main bodies in communication system of administrative culture have value conflicts in politics, economics, fair and efficiency. Causes include two aspects of inside and outside, internal cause is the benefits of the administrative subject and object are gradually differentiating, external causes are the symbol system has barrier, the medium access are controlled, the feedback mechanism is not sound. At last, the author put forward the countermeasures including perfecting laws and regulations, updating the symbol system, expanding media contact and improving the feedback mechanism.
