Research On Countryside Organization Construction Of Dezhou

In rural areas of China，village party branch and villagers committee are two of the most importantand the most basic organizations，which are the two main organization carriers on the political stage of thevillages．According to our country laws，the functions of the village party branch and the villagerscommittee cover all aspects of the work in rural social managements， with otherorganizations’incomparable political advantages， having become China’s cornerstone of grass-rootspower．Therefore,in order to strengthen the building of rural grassroots organizations, the most importantthing is to strengthen the building of the village party branch and villagers’ committee. In this paper，therural grassroots organizations in research specially refer to the village party branch and the villagerscommittee．At present，with“the construction of a new socialist countryside”speeding up the pace，the contentsof rural work have changed greatly．The building of rural grassroots organizations is facing a series ofnew situations and new questions，which will in turn bring about more and newer issues．How tostrengthen the building of rural grassroots organizations work is not only an important theoretical problemthat needs careful studying and thinking，but also a practical problem that demands our greatest attentionand that needs to be solved properly．By reviewing and analyzing relevant domestic and foreign researches，the author has found thatprevious researches either treat the two organizations as a whole in the discussion of their structures，constituents and the inter-relations， or focus solely on the election and construction of the villagecommittees． However,， systematical researches remain few about the respective problems,theirreasons,solutions or suggestions of the two organizations．Taking the above into consideration，anddrawing on available researches at home and abroad，this paper takes Dezhou city as the specific exampleand attempts to make a systematical analysis of the existing questions and their causes in the building ofcountryside grassroots organizations in three level levels，that is，the village party branch committees，the villagers’ committees， and the two committees as a whole， and puts forward measures andsuggestions to strengthen and improve the building of rural grassroots organizations．This paper is divided into five parts. The first part reviews the background and the meaning of thisresearch，the current domestic and foreign researches, and briefly describes the thoughts and structures，the methods and routes, the innovations and shortages thereof．The second part interprets the ruralgrassroots organizations and their related concepts and basic theories in construction. The third partempirically discusses rural grassroots organizations in Dezhou city，including their background and thecurrent construction situation． The fourth part discusses the problems of the village party branch committees，the villagers’ committees，and the two committees as a whole respectively in Dezhou．Thefifth part puts forward measures to strengthen and improve the village party branch committees，thevillagers’ committees，and the two committees as a whole respectively．...
