At present, China’s procuratorial organs at all levels of security funds by the local government, the financial budget, financial subsidy and the central, provincial and special transfer funds to supplement. In practice,"the mechanism to ensure funding for grading burden, classification management" has become an important factor restricting the development of scientific work, mainly for the basic unit funds, regional differences in levels of funding, law enforcement is not standardized. In recent years, the central and provincial finance increase year by year of grass-roots procuratorates and special transfer dynamics, the local Party committees at all levels, the government in improving the judicial organs handling office, and infrastructure conditions, strong for the normal operation of procuratorial organs and handle cases according to law to provide fund guarantee. However, because of the disequilibrium of regional economic development, financial resources to the procuratorial organs generally weak, leading to the local fiscal tilt intensity, even central subsidies has not in accordance with the provisions of the conditions of use, interception, occupied. The work of grass-roots procuratorates is the basis of all the procuratorial work, directly related to the global procuratorial work, related to the overall situation of the party and state. Therefore, grass-roots procuratorates guarantee funds to strengthen and perfect the system, internal requirements development is the base of the procuratorial work, but also the maintenance of the urgent need of judicial justice.This paper uses the theory of public goods, the theory of public expenditure, the balance of power theory as the foundation, the budget management system of modern finance as the main line, combining the actual situation of Chaoyang City grassroots procuratorial organs, duty and requirement, system and probes into the present situation of Chaoyang City grassroots procuratorate funding mechanism and the existing problems. This article first introduces the content and importance of the guarantee mechanism of the funds, and then from the current situation of Chaoyang City mechanism to ensure funding for grassroots procuratorate classification management of fund, grading burden of detailed analysis, the existence of Chaoyang City grassroots procuratorate issues in funding guarantee system and cause. Finally, combined with the nature of Chaoyang City counties and the actual situation of the primary school, put forward new ideas for perfecting the procuratorial organs funds safeguard mechanism.
