The Study On Performance Evaluation About Village Affairs Opening

Make village affairs known to public is the government opening practice at thegrassroots level, the level of village affairs development is an important manifestation toreflect the expansion of grassroots democracy in China. Today, because of village affairsopening，farmers can manage rural affairs according to law, strengthen communicationbetween village cadres and the peasants. This paper presents a scientific and reasonableevaluation idea about village affairs, set up a comprehensive evaluation index system, andapplying rough and theory, objective analysis and evaluation about the performance of villageaffairs, and rich theoretical research, also has a certain practical significance. The maincontents of this paper are as following four aspects.Firstly, we construct the theoretical basis of village affairs performance. The writerexpounded the connotation and characteristics of village affairs, and village affairs elements,and village affairs connotation of performance evaluation, then propose the significance ofevaluation from three different angles, like country’s development strategy, the demand for therural masses and the villagers, and build the theoretical framework.Secondly, we construct performance evaluation index system and evaluation model aboutvillage affairs, Based on the principles for building index system, design ideas, indicatorselection and definition of indicators, the writer completed the construction of indicatorsystem, then explains the advantages of rough set theory and rough set method step evaluationmodel, and constructed intelligent performance evaluation model based on rough set theory.Thirdly, The empirical research on performance evaluation of village affairs, the paperuse Liuyang City of Hunan Province as an example, complete data collection by e-mail andin-person surveys, and then using rough set theory to conduct performance evaluation onvillage affairs, based on empirical results, the writer analyzes the factors that affect the workand carried out village affairs.At last, we proposed the suggestions Effective implementation of the performanceevaluation of village affairs. According to the results of empirical research, the writerproposed recommendations for perfecting village affairs, for example, perfecting the systemof performance evaluation of village affairs, construction of village public performanceevaluation of multi-dimensional subject, science evaluation village public performance,rational utilization of the performance evaluation results.
