Research On Problems And Solutions Of Construction And Management Of Social Security Housing

Human can’t exist and develop without housing. Housing conditions of urban residents have greatly been improved with deepening of housing market. But housing problem has become one of difficult positions that residents in China must face. Affordable housing project is a livelihood project that government puts into practice for solving the housing problem of urban residents. Affordable housing project has a certain impact on relieving the housing problem of difficult families. Though some local governments have obtained certain results in the period of improving some related policies of security housing, it still exist lots of problems of construction and management of security housing such as land problem、capital problem、distribution and management problem and so on. How to solve these problems perfectly is a issue in depth exploration.On the basis of analyzing many literatures, this thesis explains related concepts and theories of security housing, analyzes existed problems of construction and management of security housing, puts forward targeted solutions of improving security housing’s construction and management.This thesis is divided into four parts:The first part is the introduction part. It explains briefly the reason of selecting this topic and research significance, describes related literatures at home and abroad and writing ideas and methods at last.The second part summarizes the related concepts and theories of security housing. It defines the basic concepts of security concepts, describes the main content of security housing policy and the practical significance of improving security housing construction, explicits local government responsibilities in the period of construction and management of security housing.The third part analyzing some existed problem of security housing construction and management of local governments. In writer’s opinion, it exists mainly unreasonable land planning、limited capital source、small cover area、imperfect access and exit mechanism and un-unified management mechanism and so on.The forth part is the solution exploration of improving affordable housing project in China. In writer’s opinion, it should be improved from five aspects of land supply、capital source、cover area、supervision degree and law-making.
