Study On The Construction Of Urban Affordable Housing Under The Local Government Act

With the development of our economy and society, the urbanization process inthe continuous, the rapid increase of urban population of urban housing demand isalso growing, and growing housing market price for large numbers of low-incomegroups can not afford, the housing problem has become increasingly prominent. Solvethe housing problems of low-income persons is the bounden duty of the government,the housing security system is one of the important ways to solve this problem, theapplication of economic housing system is an important part of China’s housingsecurity system. Economic applicable housing system since the implementation hasplayed a positive role to ease the housing difficulties of low-income groups, at thesame time, there are some problems in the policy implementation process, the presentsituation, the economic application of the housing has a necessity of existence, theresearch should be positioned to refine and improve. In this paper, as the sample cityin Nanning city, in the construction process of the economic application of thehousing as the research object, method for empirical research, analysis of the actualeffect of Nanning city economic applicable housing policy and the existing problems,and puts forward suggestions.This paper includes the following parts: the introduction part of this paperdiscusses the research background, research significance, research methods and theresearch status at home and abroad. The second part has defined the related concept ofaffordable housing, to explain to the public choice theory and new public servicetheory. In the third part, Nanning city as samples, introduces the present situation ofthe application of economic housing construction Nanning city. The fourth partanalyses the existing economic applicable housing construction in Nanning cityproblems, combined with the public choice theory and new public service theoryanalysis reasons of problems. The fifth part introduces three models of public housingsecurity system in western countries and its typical national public housing contents,summarize experience and Enlightenment to our country housing securityconstruction. The sixth part of the combination of public service theory, according tothe actual situation of Nanning city, put forward perfect suggestions of economicapplicable housing construction.
