Under this new economy shocking, people have higherdemand of the quality in public services and products that provided bygovernment. As result, government needs take attentions the servicequality of people, instead of only focuses on high working efficiency.Local government is the important pattern of our country’s political structural system. Local government has duties to provide local publicservice and products. It has more challenges of knowledge economyshocks ever. The level of government administration efficiency not onlyresponses to social development and benefits of people, it will also effecton the image of party and government. Moreover, traditionalgovernment structure and admonitions are not adapted on thedevelopment of knowledge economy. Knowledge managements shouldbe the new way of administrations that government takes necessary.Through many theoretical and much time researches, implement themanagement information technology system based governmentknowledge management (GKM) have the optimize government structureorganization, perfect government’s operating mechanism, improveadministrative staff’s overall quality, and a core guide to construct highefficiency, open and low cost government advantages.In this paper, I will use GKM as base theory and combine withadministrative efficiency construction (AEC) of Dalian City to analysisthe problems of AEC in our country and use GKM theory as solution togive suggestions and solve problems. As incoming era of knowledge economy and constructing servicing government of our country asbackgrounds to find out the basic way to improve the Dalian governmentAEC based on the GKM. It has significant benefit on both theoreticaland practical research of construct a servicing local government thatsatisfies by people and adapted by knowledge economy development.
