The Analysis Of China’s Owners’ Autonomous Model And System Requirements

With the reform of real estate, urban community is beginning to show in the Residents’ Committee, Property and Owner’s Committee as the main organizational governance structure. However, in three carriage industry, the Owner’s Committee is weak. Due to the form of community in our country, the owner organization unable to break through the dilemma of collective action, presents the difficulty of establishment and operation. In that case, Property often overrides the owner, made a lot of conflicts. But on the other hand, there are few community formed the effective governance of the dominated by Owner’s Committee. Under the lead of Owner’s Committee, not only make the community in general external management of good order, but also in the level of public, joint Property equipment management,including community maintenance fund management has reached a good order. The author collected four typical cases of owners’ autonomous community, on the basis of Ostrom of autonomous management of public goods theory, make a division and analysis of these communities. This paper found that in the four typical owners’ autonomy in the community, Owner’s Committee has a dominant position, and the status of the property company significantly weaker than that. Of course, these are the premise of owners’ autonomy, under this premise, the author according to the characteristics of community governance and divided them into four patterns, they are distinguish the property rights model, shell model, Independent management model and the owners’congress model, analyze characteristics of the it governance, system requirements, on the basis of it to extracting owners’ autonomy system of the common elements, and carries on the analysis and explanation. To show why when China under the condition of owner autonomy dilemma, there are still few community can achieve effective governance through owner s’autonomy.
