With the reform of housing system in 1978, the property right structure of city community change, housing into private property, more and more city residents have become the housing property owners. Housing management system also changed,professional property services market gradually formed, owners autonomy consciousness increases ceaselessly, owners Commission, which represent the majority of Owners Maintenance autonomous organizations of their own rights and interests arises at the historic moment. In September 1991, China’s first owners committee was born in Shenzhen, then state and local government promulgated laws and regulations to give policy support for the development of the owners committee.More than 20 years later, the owners committee in our country in a certain extent,promote the transformation of urban community governance structure, and play an important role in owners autonomy. However, the development of China’s owners committee is still in the primary stage, the gap between owners committee’s expected historical mission and the reality of its operating condition is huge.This thesis bases on the survey data and interview data of the residential district in Guangzhou City, trying to use “Common pool resources theory”, through the empirical research method to analyze the autonomy behavior and operation status of the owner’s committee, and to analyze the dilemma and the reason of the owners committee. Looking for a way out of the dilemma: put forward countermeasures and suggestions to improve the external environment and internal mechanism of the reconstruction, so as to promote the healthy development of the owners committee, to make the owners committee become a true autonomous organization to represent and maintain the rights and interests of the owners, to promote social harmony and stability, and provide some theoretical and practical materials for the further improvement of China’s grass-roots mass self-government system.
