As the tension of the world energy pattern and the changing of energy structure, energy producer gradually grasp the initiative in the energy trading. As a big energy producing country, Venezuela has been to provide the U.S. with the stability of the energy. Situation changed, because the leftist leader, Hugo Chavez came to power. For the differences of ideology, Hugo Chavez’s government was overturned briefly, under the United States secretly support.Chavez implemented a series internal and external energy policy with the purpose of anti-American, which were considered to be a challenge to America’s energy security. American public media and scholars call for the Bush administration should attach importance to Venezuela’s energy, but throughout his whole administration, Bush never gave importance to it. But energy relations between the two countries don’t change just due to the tension of the political situation. In my opinion, the diplomatic interaction between the two countries can become a typical case in modern international diplomacy, the ideology has an influence on the diplomatic game between countries, but also maintained a larger tension.To prove the above opinions, the author will discuss mainly from the following three parts. Firstly, the author will discuss the administration of Hugo Chavez’s the more important energy reform, analyzing the impact of the reform. Secondly, because the American scholars call for the United States should attach great importance to the phenomenon of energy in Venezuela, the author will analyse the administration of Bush’s attitude towards the Chavez’s energy reform through the two great energy policy act and explore whether the Chavez’s energy reform make an effect to the United States. Thirdly, because of the death of Chavez, the author will make an attempt to forecast the relations between the two countries after Nicolas Maduro governing the Venezuela, based on the above analysis the relations of energy between the two countries. At last, I will try to describe my comprehension of the modern international diplomacy, on the basis of discuss the energy relations of the two countries.
