Through the effect of "Havana Charter", General Agreement on Tariffs and Trade(GATT), Tokyo Round and Uruguay Round, the SCM agreement to a great extent meets the interests of both developed and the majority of less developed countries. However, the fact that the agreement is reached under the compromise of the member countries decides that it has certain fuzziness whether in the concept or in the specific rules, and has also brought problems in the application process. With the development of the world economy, the problems in the application process and the differences between the member countries become more and more obvious.In November20,2001,the fourth WTO ministerial meeting, in the published" Doha Declaration", the member countries agree to bring the negotiation of modifying the SCM agreement into the rules negotiation agenda, and authorize to negotiate on clarification of the relevant provisions of the SCM agreement and enhancement of the binding of SCM agreement in the premise of the retention of SCM basic principles, concepts, agreement validity as well as the further consideration of less developed countries in special circumstances.Under the authority of "The Bipartisan Trade Promotion Authority Act of2002", the United States puts forward numerous and the most SCM modification proposals. The content of these proposals relates to the definition of Prohibited Subsidies, the confirmation of Indirect Subsidies, allocation of subsidy benefits over time, natural resources and energy pricing, direct and indirect taxes, provision of equity capital, and proposals on improving the transparency, accuracy and predictability of the countervailing investigation procedure.According to the United States’ proposals on SCM in Doha Round, there is no denying fact that some of the proposals with advanced have already been adsorbed into the draft consolidated chair texts. However, most of the proposals have been put forward to safeguard its own interests on the position of developed countries, even with no lack of proposals violating the basic rules of SCM.
