The Fourth WTO Ministerial Conference was held in November2001in Doha, Qatar, decided to convene a new round of multilateral trade negotiations. The talks were known as the Doha Round negotiations. The agriculture negotiation is an important issue of multilateral trade negotiations. Agriculture negotiations have commenced before Doha Round, as a given topic, the characteristics of agriculture decided that it deemed to be difficult. In fact, the agriculture negotiations do affect the fate and trend of the entire Doha Round. This article caught the overall characteristics of Doha Round agricultural negotiations. It also summed up the process of agriculture negotiations and the reasons that repeatedly blocked. Then the article focused on the three most critical issues, including agricultural market access, domestic support and export competition. The article analyzed the main focus and difficulty of the three issues. At the same time, deeply discussed the positions and views of the Key members of the party groups in the agricultural negotiations and explores the agricultural policy, even the political background behind the positions of the parties. Finally, by combing the above This article discussed the position and negotiation countermeasures of China in the WTO Doha Round agriculture negotiations. It pointed out positive and negative effects that Chinese agriculture will suffer from the agriculture negotiations. And it also proposed many special suggestions and advice for the negotiation strategy of China in Doha Round agriculture negotiation and the domestic legal system construction. This article aims to provide some theoretical basis for the future agriculture negotiations to adjust direction and measures to further reform the national agriculture policy and the governmental macro-control.
