Government procurement system originated in the Western developed countries in Europe and the United States has developed a more mature. Due to the late start government procurement in China, the development of the course is short, the government procurement system, there is a considerable number of the urgent need to improve procurement practice "poor quality and high price" phenomenon is worrying. System construction to reduce or even eliminate the poor quality and high price "phenomenon" in the government procurement process, government procurement activities to better take on the maintenance of public mission, is an important and urgent projects.Apart from the introduction and conclusion, the subject of this paper is composed of four parts.The first is the general principles of government procurement "of poor quality and high price". The chapter argues that China’s government procurement, from the preparation of the procurement budget to the proposed procurement requirements, from the supplier of choice to the signing of the purchase contract, from the performance of the contract to the acceptance of the procurement subject matter, are there to form a "poor quality and high prices "phenomenon hotbed.Chapter IV presented the recommendations to improve the legal system of China’s government procurement, and hope to regulation through institution building poor quality and high price "phenomenon appeared. The specific recommendations include:strict government procurement budgeting, scientific and rational procurement requirements, preparation of procurement documents in accordance with the law, strengthening the purchaser to determine the right exercise to strengthen government procurement contract compliance inspection work, strict government procurement funds to pay for the working mechanism.This paper argues that both the design of the system, or the actual execution, if not strict constraints procurement, government procurement,"the problem of poor quality and high prices" will not be resolved.
