In recent years, with the sustainable growth of economy and the continuous improvement of living standards, social problems are also very prominent. Influenced by the western welfare states, we also pay more attention to the development of social welfare. Social welfare as an effective system to solve the social problems, plays an irreplaceable role in guaranteeing the basic livelihood of the public.The party’s eighteen big hold smoothly, showing that in the new period,the government is more concerned about people’s livelihood problems, and also hoping that through the participation of the whole society to achieve a wide range of development system in china. These changes are results of our concern. Among them, people have the basic knowledge and opinions for the construction of social welfare. To be an important factor to build a suitable welfare system, these views not only reflect a country’s democracy, but also show that the national quality is on the rise.As an important theoretical dimension, civil rights provide a lot of evidence on citizen participation in social welfare. In the new system, social welfare is increasingly seen as the rights of the individual.On the other hand, adolescents are particularly vulnerable members of our society, having no right to speak in practice and are in a relatively passive position. This greatly affected the development of China’s general welfare. Based on it, this paper will take the youth for social welfare consciousness as the core, to understand cognitive situation of self-welfare. References and suggestions are provided on the basis of reflection. The purpose is to arouse all to pay much more attention, promote the youth welfare to broader direction.
