Research On Welfare Guarantee Of Ulanbator Children

With the rapid development of Mongolia's economy and the advancement of people's mind,Mongolian families and children have been becoming a more essential part of the society,and more attention has been paid to the child welfare policy by Mongolian government.As orphans and disabled children are the most vulnerable and disadvantaged group in the society,they turn out to be the central concern of social welfare and assistance.The reform of child welfare policy is obviously the inevitable trend in these days.Deepening the research and make innovations of child welfare policy has become one of the most important part of social welfare system.The expansion of child welfare is an issue facing the whole world which needs comprehensively and precisely theoretical foundation and practical support.Although Mongolia is a developing country with its under-developed economy comparatively with developed countries,it has a rapid step in its reforming,opening-up and the improvement of child welfare.The initial purposes of Mongolia's policies of child welfare are mainly to protect children rights,ensure them mental and physical health,and enable them to get education and grow up in a proper environment.However,in the course of the development of child welfare undertaking,there remains a series of problems facing Mongolian government.As long as these problems are solved,the undertaking of Mongolian child welfare will develop more adequately.The expansion of child welfare is an issue facing the whole world which needs comprehensively and precisely theoretical foundation and practical support.This paper will start from the perspective of the benefits concept of Mongolian child welfare,then review and organize the history of Mongolian child welfare system and make analysis of its recent developments.Meanwhile,on the basis of the experiences and achievements of American,Russian and Chinese child welfare systems,comparisons will be made between them by this paper.And given the research above,studies will be made on the trends of Mongolian child welfare system's development,in hopes of accelerating its improvement in the future.
