In recent years, the frequency and severity of public emergency have seriously threatened national security and social stability in China, the problem thus becomes a national concern by the government and the public. Reporting and releasing information are the most important factors in settling public emergency, as they directly affect the prior restraint, disposal and loss control in public emergency. Meanwhile, maintain the government authority requires keeping the reporting and releasing channels open. Therefore, establishing and perfecting information report and release are particularly important for the above-mentioned reasons.Public emergency information includes information report and release, as I will discuss later in this paper.The United States, Japan, the United Kingdom and Russia are typical countries, for these countries issued systematic laws and regulations to regulate information report and release in public emergency. This paper runs a comparative study about reporting and releasing information in public emergency between the United States, Japan, the United Kingdom and Russia, analyzes the current problems in China to research the operational legislation to set up China’s information report and release system in public emergency, so as to ensure China’s information report and release in public emergency can be ruled by laws and regulations.
