Study On The Reformation And Improvement Of Election System Of County And Country Deputy To The People’s Congress

The National People’s Congress (NPC) system is our country’s fundamental political system, is an important part of China’s socialist political civilization, the fundamental way of people exercising state power, and is the reliable guaranty of maintaining people’s fundamental interests. Therefore, pesist and improve the NPC system is the basic way for developing socialist democracy. Representative Election system is an important part of the NPC system. Reformation and improvement is crucial for the NPC system to play a role in the country’s politics. This fundamental political system is logically started from the key point, i.e., Election System of County and Country Deputy to the People’s Congress, which is the critical content of safeguarding democratic rights and restricting power, also the basic way of citizens involving politics and the basis of democratic politics. Therefore, it is of great importance to study the election institution of County and Country Deputy to the People’s Congress. According to the needs of developing socialist democracy and safeguarding people’s democratic rights, the Communist Party and our country have made great reformation and improvement to the election system, and the representative election system has become the solid basis of the NPC system. However, we need to recognize that the NPC system in our country still has disadvantages, which has affected the development of our country’s democratic politics. Consequently, studying the main problems in the NPC system and taking positive and effective measures to solve these problems is very important for improving the NPC system and promoting the democratic politics of the Socialism with Chinese characteristics.2011is the year when the election of city, country, and county levels of the National People’s Congress took place in every cities of Fujian province. This is the first election of Country and County Deputy to the People’s Congress since the election law was modified in2010. The Standing Committee of NPC carried out thorough investigation of the election, and proposed some instructive advices on the common problems, and problems which arose in the past elections, was priciple according to law regulations and hard to handle in local election work. These advices can also be the reference of improving the election law.This paper takes the election of County and Country Deputy to the People’s Congress in Yongding county, Longyan City, Fujian Province in2011for instance, finds out the detailed problems lay in the election process after the5-times modification of the election law, and discusses the way to improve the election system.
