The problem of food safety is a ubiquitous and complicated safety problem in modern society. The administrant method under the theory of bureaucracy and the new public administration both attach importance to professional partition and function division of the work among administrant apartments, which is likely to cause fractional problems, so it cannot solve the food safety problem effectively. The holistic governance which emphasizes coordination and cooperation among departments produced, supplying a new idea to solve the problem. The produce of the Committee of Food Safety is an attempt under the theory of holistic governance in the process of food safety regulation in our Country, it emphasizes by administrant departments’conformity of resource, sufficient dialog and communication, coordinate conformably to cope with food safety accidents. The Committee of Food Safety as for a great institutional innovation is the necessary result of the long food chains of our Country and the subsection regulation system. The committee’s premeditate character which is different from the former synthetical-coordnated mechanism is higher level, self-governed, democratic. However, in the process of its practical setting, there is a distance from its first anticipation, especially in the provincial areas, where exist non-independent and lacking of democratic problems. So it is necessary to scan the before and after of the Committee, analysis its nature, compare with the foreign countries’food safety regulation mechanism’s reformational measures, so as to orient the special institution exactly, and bring all its positive factors into play. For the difference between the central and the provincial in the food safety regulation process of the object, the content and the area range and so on. So it ought to orient the role of the Committee of Food Safety in central and the provincial respectively.The former’s primary function is negotiation, or saying" decision-making", the latter’s primary function is coordination, or saying"enforcement".
