Food safety is related to the public health and life safety,economic orderly development,social harmony and stability,and has been widely concerned by all sectors of society.General Secretary Xi Jinping emphasized that the connection between people's livelihood and security is the greatest politics.Whether or not we can give the people a satisfactory explanation on food safety is a major test of our ability to govern.From 2003 to 2018,reforms in the field of food safety regulation were one of the important contents of the institutional reform of the State Council.The "Organizational Reform Plan of the State Council" promulgated during the two sessions in 2018 clarified the withdrawal of the Food and Drug Administration,unified the establishment of market supervision institutions from top to bottom,and formed a "major system" food safety supervision system.How to make the "major system" The food safety supervision system has become a focal point in the current government and society.This paper adopts literature research method,system analysis method and case analysis method.Based on the research results at home and abroad,the overall governance From the perspective of how to carry out food supervision in a new context.Based on the theory of holistic governance and the theory of institutional change,this study finds that in the historical process of food regulation,the system has been continuously reformed and improved with the progress of the times,and in the continuous evolution,the main position of the government has not changed.The theory of holistic governance has important guiding significance in the multi-sectoral and multi-level supervision and supervision system of food supervision.This paper reviews the reform of food safety supervision system over the years,analyzes the overall characteristics,defects and shortcomings of China's food safety supervision reform.On this basis,it draws on the successful experience of domestic and international food safety supervision and points out that China's current food supervision is generally The problems and causes of the practice,combined with the actual situation of the local government,propose targeted countermeasures.In addition,the main contents of this study and the main conclusions obtained are as follows: First,a comparative analysis of the food safety supervision and reform path during the period of planned economy,economic transition,and deepening economic system reform,and inductively extracting China On the basis of the overall characteristics of food safety supervision reform,combined with the successful experience of food safety supervisionat home and abroad,strengthen the supervision of food safety at the central government level,strengthen comprehensive overall government reform,fully integrated with the overall governance concept and its operating mechanism,a series of institutional innovations implemented in the governance of public issues.The
