Research On Rural Food Safety Regulatory Legal Issues In China

At present, China’s food safety incidents happened frequently, food safety situation is not optimistic, and the rural areas of food safety events was significantly increase.Countries to enact and amend the laws and regulations, clear food safety regulator, to carry out food safety inspection and other measures in order to effective governance of food safety issues. But at present the emphasis on rural food safety regulation is not enough.In fact, the rural food safety regulation belongs to an important part of government public management, not only relates to the rural people’s health, but also affect the regional and national economic development and social stability. China as a traditional agricultural country, the rural population is much more than the urban population,the rural food safety regulation is also very serious. Rural food safety regulation is related to the health, peace and stability of the whole society’s important livelihood issues and social problems, needs to get more and more attention of professional study.Based on field research SongZi city found that the current status quo in rural areas of food safety and regulatory issues that exist, such as laws and regulations, the system is imperfect, flawed regulatory body, such as food safety awareness weak. By domestic and international food safety regulatory system and measures to analyze, learn from the successful experience, combined with China’s rural food production and sales service process characteristics, and finally from the legal, institutional, organizational,implementation, regulators role of five levels proposed improving rural food safety regulatory recommendations, hoping to contribute to reform the food safety laws and regulations and improve food safety supervision mechanism.Based on the regulatory status of rural food security in Songzi City in Hubei Province,this paper found that the current situation and problems existing in the supervision of food safety in the countryside, such as imperfect laws and regulations system, the regulatory system has defects, food safety consciousness and so on. By analyzing the domestic and international food safety regulatory system and measures, learn from the successful experience, and combining with the characteristics of China’s rural food production and sales and service process, from the law, system, organization, execution, regulators role from five aspects put forward suggestions of perfecting our country’s rural food safety regulation, current food safety laws and regulations and to make contribution to the food safety supervision mechanism.
