Ecological migration, is a kind of population movement that is conducted by the government in order to preserve, restore a certain ecosystem in some area or to prevent it from being further destroyed, and that is a complicated systematic Institutional arrangement and intended intervention activity lead by government, attempting to resolve the contradictions between population and environmental resources. Daily fishing of professional Fisherfolk in area of East Dongting Lake have severely destroyed the local fishery resources, making an influence on the ecological environment, moreover, fishermen are living a hard life, so the transfer of job and industry becomes the major problem obstructing the sustainable development there. But the work of local public administration departments in area of East Dongting Lake about helping fishermen to get new job, has done precedents in many ways for the fishermen’s job and industry transfer in Hunan province or even in the domain of the whole country. So we take it as an instance in which there is representativeness and a practical significance. This paper will objectively describe the details of the fishermen’s job and industry transfer in area of East Dongting Lake and make a theoretical analysis about that, utilizing documentary data, questionnaire survey, interview in depth and other methods including comparative analysis. In addition, on the fishermen’s job and industry transfer the paper is to sum up experience and the achievements, and to indicate they remain problems meanwhile to raise suggestions and solutions in consideration of the local conditions, so as to provide a reference for practitioners and researchers in public administration later. |
