Theoretical analysis of this article, literature searches, investigation interview, comparative analysis, combined with survey data of tunchang County, a county for empirical analysis. In a County empirical analysis of the "Compulsory Education Law" implemented in the plight of poverty-stricken counties, causes and countermeasures are discussed.In defined compulsory concept, visits compulsory origin and development, analysis has compulsory of features of based Shang, analysis has counties implementation compulsory law under faced of dilemma main in following three a aspects:first, and school layout adjustment exists problem, performance for Township Center elementary school boarding features not perfect, cannot meet boarding requires, traffic inconvenience to students school brings trouble, city school education resources shortage, class amount had big, school management faced many new problem, education assets management waste and loss serious. Second, balanced development of urban and rural education difficult to achieve, as follows:unbalanced situation hardly changed educational facilities educational funding unbalanced situation hardly changed, teachers and unbalanced situation hardly changed, student quality unbalanced situation hardly changed at all. Insufficient funding for the third, compulsory education, as follows: nfrastructure investment, lack of public funds, lack of special funding, funding for education management system needs to be improved. Counties in the implementation of the compulsory education act out because:school djustment in a dilemma because the adjustment did not follow the law of education in schools, there was insufficient scientific evidence. Balance of education difficult to achieve due to the importance attached to education leading to regional education imbalances, interleague competition will inevitably lead to uneven development between, elusive balance of financial support for development of education, teacher management system lead teachers harder to balance. Because of inadequate to ensure funding for County features input system does not meet the requirements of compulsory education, limited government financial resources, obligations of low standards in education spending. Counties in the implementation of the compulsory education act out solutions put forward several suggestions:School Layout solution of the dilemma is the scientific development of compulsory education in rural school layout planning, strictly standardize evacuating schools and programs and actions, good village primary schools and teaching points. Solutions of unbalanced development of compulsory education is the educational conditions of standardization, many initiatives to improve rural teachers’level, the establishment and improvement of compulsory education resources sharing system. Funding inadequate security solution is more support from the funding for compulsory education in poverty-stricken counties in Central and provincial finance should assume greater responsibility, constantly raising the level of financial security. This combination of theory and practical and theoretical discussion of not only nor Riero on research data, legislation and the development of compulsory education in poor counties is of some value.
