Market economy, democracy, rule of law and order is the basic structure of a modern nation. Modernization of the countries is modernization of people firstly. Mature civic culture is not only an important symbol of a modern nation, but also an important measure of national yardstick of modernization. The formation of civic culture all is on education. Modern civic education consists of three main aspects: the civic legal education, civic political education and civic moral education. Civic education, including training of national citizens, the legal system's identity, establish the rights and obligations of the legal concept of unity, civic awareness of the law, establish the legal citizens of faith and other aspects. Legal education in the civic education plays an important role. History has shown that legal education provides a subjective consciousness, sense of equality, contract concepts, democratic ideas, the concept of rights and obligations such as the core of civic education. Legal education provides an integral part of building a civic culture and value the important cultural foundation support.This paper consists of five chapters and layer away with demonstrates the value and role of legal education in civic education.The development of the first chapter, study on the framework from the concept of citizenship and civic education. It elaborates the concept of citizenship from the law, ethics and political science aspects. Through outlines the development of the west and our citizen the process, describing the basic concept of the citizen is the most extensive form of address, equality between citizens, a representative of the individual identity of citizens and citizens reflects the relationship between the individual and the state's citizens. Civic education is the training of national citizens, the legal system of reasonable identification, establishes the spirit of democracy and rule of law, to develop modern moral beliefs, to achieve moral consciousness of citizens and voluntary compliance by the unity of social practice. Civic education is the subjective education, should be projected onto the subject of education broad social and historical background, the project to all of the material culture and spiritual culture. Civic education is to impose the positive impact of citizens, only makes the development and progress and better ourselves is the positive impact of education.The second chapter studies civic education on the civil society perspective. Since reform and opening, the main body of our citizens has become increasingly prominent, the concept of democracy and the rule of law, rights awareness and sense of participation are improved. But our country is a lack of civic and civil culture traditions. Level as the concept, patriarchal ethics, power worship, the official sense of fear still very prevalent in social life, and civic society to adapt the right consciousness, awareness of political participation, freedom equality, democracy and legal awareness, social trust and other civic spirit is very scarcity, our country still lacks a sufficient idea of maintaining the culture of civil society. The lack of citizenship, can be summarized as the shrinking body of citizens of that civil rights awareness, sense of participation, equality, sense of responsibility and obligation to the lack of ideas. We think this is the spirit of the lack of a rational legal system and the concentrated expression of faith in the law. But the socialist spiritual civilization in our country at this stage as the main orientation of ideological and political education can not provide a full range of civic education. Standing ideological and political education is mainly the ruling party, the state power and its corresponding position on the political principles to inculcate the recipients of a way to strengthen the political and ideological consciousness. Harsh to say that the ideological and political education is the passive education, closer to the subjects of education, and civic education is a subject of open education. Therefore, civic education is the transition point to the ideological and political education.The third chapter describes the meaning of civil legal literacy and social functions. Civil society is composed of the civil society, citizenship and civil status the most basic social relations between the basic laws regulate and protect by modern law. Only through various forms of legal education, so that citizens agree that the law is beneficial to the community's faith in reason, the law becomes mandatory external internal consciousness of rational citizens, respect and obey the law is to abide by their own spiritual life. In essence the legal knowledge is rational the human spirit. When the human spirit is the universal values of law, the legal literacy has become a social spirit and the national spirit.The chapter four is on the basis of the previous three chapters. It discuss and analysis legal education fit for supporting role of civic education conducted in-depth.Civil society is democracy and autonomy society which maintain civil rights. Subjectivity, equality, freedom, participation, rights and obligations of belief or consciousness is the fundamental principle of this society or the value of the creed. Thus, civic education of civil society field must to look for the legal system to find and follow the above value of the criteria. Legal education emphasizes of the establishment and development of the individual subject, which is currently an urgent need for development of our society, but also to follow the most basic of civic education in the values. Legal education emphasized rights-based, consistency of rights and obligations. This is the idea of all the main line of civil society activity and the essential requirement of civil society. Legal education emphasizes the spirit of contract law, contract spirit as a market economy and civil society, the main reason the two side exchange of equal rights and freedom of will(autonomy) of the product, reflecting the very spirit of civil society. At the same time, legal education reflects the human values education and it is a means of promoting individual socialization. These not only reflect the content and depth of civic education, but also more fit to play on the supporting role of civic education.The fifth Chapter reveals the path and methods of the legal system of value creation and realization. The legal consciousness of the subject and object of the bridge upgrade is the essence of value creation of legal education. Value creation activities of legal education, its significance lies in the concept of change for the individual, sublimation provide new options for the ordering of social values provides the possibility of conditions. The key element of value creation of legal education requires innovation of concept and theory of legal education, innovation of legal education and legal education system and mechanism. Improve the legal awareness of citizens and the consciousness of citizens to obey the law, legal regulation of education, especially in fostering a successful legal belief is the main content of legal education. Legal literacy is the important thinking of the process and internal driving force to promote the civic building of civil society. It is endowed with orientation, integration and reflection functions. Civic education, legal education is the support and fit the internal mechanism. Therefore, to promote democracy and the establishment of modern nation, we must rebuild civic culture, foster the rule of the deep cultural roots, and promote the rule of law and order within the formation of consciousness.
