With the establishment of Chinese socialist legal system in2010, there have beenlaws to abide by. It becomes more important to ensure that the laws are strictly observed andthe violations of the law must be dealt with. As the organ of state power, People’s Congress’supervision over state administrative organs, judicial organs, procuratorial organs and judicialjustice has been put on the agenda. But in recent years, there have been problems such asgoing through the motions and no effect of the supervision of local People’s Congress. Thereason is largely due to un-targeted supervision subjects which leads to failing toconcentrating on crucial and difficult points. Besides, no good use of strong supervisionmeasures results in less obvious supervision effect which could not meet the urgentrequirement of the masses.The supervision right of People’s Congress has equal importance with its legislativepower. The present theorists and the work research on People’s Congress system have moresystematic, comprehensive and thorough research on local legislation’s subject-selected.Although all are aware of the importance of People’s Congress’ supervision subject, but thestudy of this mainly focus on one area which still needs further systematic, comprehensiveand in-depth study.Since the work of the People’s Congress covers all areas of economic and socialdevelopment and democracy construction aspects, which provides wide space and rich choicefor local People’s Congress to select supervision subjects. How to select the supervisionsubject to meet the economic and social development and the people’s expectations is a taskfor local People’s Congress.This thesis, mainly taking the practice of provincial local People’s Congress as anexample, adopting methods of empirical research and normative research as well ascomparison research and historical research, summarizes the concept, classification anddevelopment of supervision subject, thoroughly analyzes the existing problems of supervisionsubject selection of local People’s Congress, uses experiences and the advanced practices ofwestern developed countries for reference to propose some countermeasures and suggestions to improve the effectiveness of supervision subject of local People’s Congress.
