The rapid development of industrialization process, accelerates the consumption of energy. Petroleum, is an irreproducible energy, which has widely used in many fields such as industry, agriculture and people’s life. Petroleum’s total storage capacity is fixed, with the increase of consumption, it has become more and more scarce. Moreover, plus the improper oil policy and the merchant’s speculation, all of these exacerbated the contradiction between supply and demand between oil storage and consumption, and then cause the petroleum’s price soaring year by year. Rising oil prices, in turn, affects the production and living of the people, increasing the cost, has brought the huge economic burden, which directly affect the quality of people’s lives. People are complaining about high petroleum price and the government also hopes to find the effective control measures which make petroleum price returns to reasonable. Obviously, the high petroleum price has had a huge impact to the society, it has become a social problem. It is not only an economic problem, a people’s livelihood problem but also a social ethical issue.This paper consists of four parts. Chapter1introduces the research background, the theory meaning and realistic meaning of this research, the research status both in domestic and abroad, and the research methods. Chapter2briefs the connotation, study necessity, the principles and the implementation way of the people’s livelihood ethics, and the Chinese and foreign people’s livelihood ethics’ thoughts. Chapter3mentions the main cause of high petroleum price and its impact on the livelihood of the people. From four aspects this chapter analyzes the specific cause of high petroleum price. And based on the positive and negative effects of high petroleum prices, discusses higher petroleum price impact on various aspects of ethics of the people’s livelihood. Chapter4explores the ethical survey and moral judgment of high petroleum price problem under the view of People’s livelihood ethics. It discusses the reason, principle and meaning of People’s livelihood ethics for the petroleum price controlment.From the perspective of the people’s livelihood ethics, this essay based on the situation of our country to explore the problem of high petroleum price, and to analyze it systematicly, aiming at providing an ethic basis, a morality pursuance and a value support for solving the high oil price problem, and providing a guidance for the normative operation of rules and power.
