Initiative Publishing Information Of The Government And Related Regulation Based On Society Equity And Justice

The purpose of government publishing information is to ensure the rights of civics, corporations and other organization to obtain government information legally, to enhance the openness of government work, and to push it to work with the law, which expand the influence of government information on production, economic, and everyday life of the people. Publishing information is merely one of the measures to take for the justice of society, which is the final aim. Initiative publishing information of the government, as one of the new functions comparing with that from applications, is becoming more and more important. Therefore it is worth to research this function to improve it in our country.With both literature and case researches, this article tries to analyze the scope, structure, form, supervision and relief of the government information publishing function and points out the problems in it. After this, it gives proposals in detail on completing the law, especially for information publishing on the government websites and media.This article falls into five sections. In the exordium section, it declares the point with its purpose and impact, and introduces current situation and research method. The second section adopts the conceptions of government information publishing and initiative publishing as the base of research, and analyzed their relationships with society justice by expositing the content of it.The third section analyzes the problems in government initiative information publishing, including1) no specific regulations on the scope with various local standards,2) main object limited to narrower agencies,3) no strict law on the content and mode of publishing, and4) lack of effective methods on relief protection and supervision on government.The forth section gives practical proposals on laws of initiative publishing from society justice aspect. It analyzes from legislation completeness and law environment establishment, including1) enhancing government information publishing legislation by upgrading the level and completing the law system and2) establishing law environment of it. There are three measures to take:1) perfecting government website and media service,2) reinforcing news speaker system, and3) completing crisis information publishing regulation. The fifth section comes to a brief conclusion for the main points. Initiative information publishing of government is a complex system project, which needs further researches and speculations.
