Study On The Implementation Status And Countermeasures Of Rural Minimum Living Guarantee Of Zhuanghe City

Since the reform and opening up, with the rapid development of the national economy, people’s living standard has improved, the gap between rich and poor is also showing a growing trend. The proportion of rural population in China is much higher than that of the city, to properly resolve the basic living of rural poor people, it’s of important significance. The rural minimum living security system is an important part of the current social security system of our country, it is the basic guarantee of the impoverished rural residents. The rural minimum living security system is based on the rural minimum living standard for marking, the balance subsidy of family per capita income below the poverty line.Since its launch in 2007 "On the establishment of the rural minimum living security system in the country of the notice", the rural minimum living security system set up in the national scope, coverage expanded rapidly, aid standard with the development of national economy is increasing year by year, plays an important role in the protection of rural poor people’s basic life, and promote social justice and maintain social stability.With The improvement of the living standard, people gradually focous on all kinds of social hot news, The policy of rural residents, as the life security of the rural vulnerable groups is more and more attractive. At this time, the experts’research about the policy of rural residents is more about the necessity and feasibility, some are focous on the problems in the process of implementing. But these researches are mostly based on the policy, they are lack of the actual research, and views are lack of persuasiveness.This paper contains five parts. The first, Introduction, it introduces the backguard and meaning of this research, the research methods and literature reviews of in and out of the country in short. The second part concludes summary of the theory and the history of development, it mainly described the base concept and theoretical basis of The policy of rural residents, the revelation from at home and abroad, and history of the rural residents in Zhuanghe city. By learning the history of social assistance systems of Japan, England and Germany, we can earn advanced experience of building social assistance system.The third part is the implementation of the status quo and problems existed. we researched the status to find the problems inside. Part four, I analysised why the problems come, and especially six factors from the policies and regulations, applying standard, object checking, the coverage, management mechanism and base workers.Part five, on the base of the analysis of the problems and reasons happened in the implementation process, we take advices to improve rural residents work in Zhuanghe city. In consideration of the countryside actual situation, we suggest that to strengthen the system specification, build effective supervision mechanism, to strengthen the legal construction for system of rural residents, increase the safeguard ways, strengthen the connect with other systems to improve the the rural minimum living security work.
