Research On The Problems And Improvement Of The Minimum Living Security Management In Yuyang District

The minimum living standard(hereinafter referred to as the "subsistence allowance")system is one of the people's livelihood projects led by the government.It plays an important role in the critical battle of poverty alleviation and in securing the basic livelihood of the poor.In the project of strengthening the last safety net of the basic life of the poor,the purpose of the subsistence allowance system is to maintain the minimum living standard of the poor,to protect the living rights of the poor,and to emphasize social justice and people's right to live.In the more than ten years since the establishment of the subsistence allowance system,various pilots of the subsistence allowance system have appeared in different provinces,cities,counties(districts),contributing to the exploration of a relief system with Chinese characteristics.As one of the pilots,Yuyang District has made great achievements after years' practices.Based on the situation of Shaanxi Province,this thesis,mainly using the literature research method and survey research method,studies the current situation and existing problems of the subsistence allowance management in Yuyang District of Yulin City with the objective data collected from Yuyang District in July 2019 to January 2020.After a series of research,it is found that the management of the subsistence allowances in Yuyang District still had the following problems:the imperfection of the checking system of family income,the inadequacy of system construction and supporting measures,the insufficient work force and professional knowledge of the subsistence guarantee staff,the information asymmetry between the applicants and the subsistence guarantee personnel,and the negative impact of policies of other departments on the subsistence guarantee management.The author starts from the overall process and structure of subsistence allowance management to attribute those issues item by item.For example,the identification of subsistence allowance objects can be attributed to subjective distortions of subsistence allowance applications,"relationship insurance" and"personal favor insurance","separate household insurance" and "joint household insurance";the imperfection of the checking system can be attributed to the unpractical democratic appraisal and the misunderstanding of the operators of subsistence allowances;in terms of classified insurance:conflicts in the classification of insurance types and additional issues,and data entry errors in the social assistance monitoring system;management aspects of the protection objects:false refund,payment receiving and temporary announcements;to supervise and manage:the subjective imagination of reports and complaints,the" helplessness”in accountability,the joint punishment of personal dishonesty to implement the dilemma,and the "taken for granted " in the assessment.Through in-depth investigation and research on the above issues and analysis of their causes,the author puts forward targeted suggestions,such as promoting the equalization of urban and rural minimum guarantees,promoting the identification of low-income families,improving the information checking mechanism of family economic conditions,and strengthening the team of grassroots management workers construction,introduction of third-party institutions,improvement of the implementation of the minimum guarantee system,increase of the old policy buffer type classification guarantee,follow-up of the classification guarantee supporting measures,classification management of the minimum guarantee object,formalized file management,various applications of Excel forms,rich system Publicity methods and broadening channels for democratic participation.
