Press spokesperson system of government originated from the United States in the late nineteenth century, only more than one hundred years’history, the formation and development of press spokesperson system have certain historical and cultural origins. This paper uses Lasswell Mode of the communication, from the perspective of public management, sorts out the implementation process of government press spokesperson system,analyzes the problems and the reasons that exist in the implementation process of government press spokesperson system, and puts forward the countermeasures to perfect press spokesperson system implementation of Chinese local government, to guide the construction of government press spokesperson system from theory to practice.
