The Comparative Analysis Of Visualization Of Research Hotspots Of Domestic And Overseas Government Capacity

The government capacity is the research hotspot of the beginning of the administration management,because one of the goals of administration management is to build a reasonable government.Government should enhance the its capacity to adapt to the changing social environment,promote itself to handle social and public affairs and adjust the social interests,maintain the social stability and promote social development.Since the 2008 financial crisis,the Western developed country has been hit,the situation lead the international community order from the big country as the center to the equal opportunities for parties;At the same time,China is in the period of reform and the reform implemented steadily.The government reform also say farewell to the past several rounds of institutional reform,then really turn to the administrative reform.Based on the domestic and foreign background,it is very important to study the construction of government capacity under the complex environment,and the research on government ability is bound to continue.This paper takes a new analytical approach,the world's leading scientific metrology technology---"visual analysis" into the government capacity research.First of all,this paper through the CNKI database and Web of Science core database to collect Chinese and English analysis basis,then following the steps to run CiteSpace V software,studying the hot words of government capacity.Using the method of cluster analysis,word frequency analysis and other methods,this paper shows the basic situation of related literature of government capacity and the historical evolution trends of the domestic and foreign government capacity hotspot.Then artificially dividing the trend into three periods(basic period,in-depth period,mature period)based on the distinct characteristics.Finally,drawing lessons from foreign experience,this paper puts forward some suggestions on the future government capacity construction in our country,and thinks that "public nature" should be viewed as the principle of government action.The "public interest" should be the goal of the government,and should apply it to the government daily administration,to the follow-up of the service and the policy,to the solution of sudden crisis and to the complex international environment,when talk about it the governmengt should follow the ideology---"public first".However,due to the objective technology and the subjective research ability are limited,the study methods,tools,study objects of this paper have its boundedness,which need to be further excavated.
