In 2021,the Central Committee of the Communist Party of China and the State Council issued the "Opinions on Strengthening the Modernization of Grassroots Governance System and Governance Capacity",which clarified the goals of the grassroots governance system and provided guidance for the construction of governance capacity.However,since the reform and opening up,my country's society has undergone profound changes,and the social structure has become increasingly complex.Whether in cities or in rural areas,the interests of the people have become increasingly diverse.In the new era,the people's yearning for a better life has become more and more extensive,not only putting forward higher requirements for basic material and cultural life,but also for safety,fairness,rule of law,environment and other aspects.Factors such as geographical differences,social conditions,and the degree of governance capacity building vary among grass-roots societies in different jurisdictions;with the rapid development of information technology,Internet virtual communities,We Chat,Weibo,and self-media have become the basis for the public to express their opinions and supervise the government.important field.As the "leader" of grassroots social governance,the government needs to play a leading role in grassroots society and assume more governance responsibilities.Therefore,under the call of emphasizing the construction of a service-oriented government,under the objective requirements of building a grid operation mechanism for grass-roots social governance,and under the requirements of various objective factors such as the diverse demands of the masses,grass-roots governments need to respond to social demands and decentralize governance.Focus,improve governance capabilities,and summarize experience in a timely manner to provide various services and protection for the grassroots society.It is of great significance for realizing the modernization of grassroots governance system and governance capacity and building a new pattern of grassroots social governance.This paper takes Professor Frank biermann's framework for studying whether the government is in effective governance and the guidance of the "Opinions" as the criteria for analyzing the governance capacity building of Xi'an municipal districts.This article is divided into four parts.The first part is the introduction.The second part is the theoretical basis.The third part is the main body of the article,that is,the investigation and research on the governance capacity building of the grass-roots government in Lianhu District,Xi'an City.The construction and other aspects of the Lianhu District government governance capacity were studied and judged,and the deficiencies and problems were found.The fourth part is based on the above research subjects and combined with the social characteristics of Lianhu District of Xi'an City,and proposes measures to improve the capacity building of government governance,in order to help the districts of Xi'an to explore the capacity building of government governance.In the new era,we believe that the grassroots society is complex and ever-changing,and it is even more necessary to deepen the "rules" of fairness and justice into the "corners" and "dark sides" of social governance,so as to form a sound and reliable grassroots governance system and improve the governance ability to deal with grassroots social problems.Maintain a good grass-roots social environment.
