Research On The Position And Effect Of Public Security Organs In Group Incidents Administration

At present, Chinese socialism undertaking not only has experienced the significant strategic challenge season, but also has undergone the period of the people internal contradiction. It has been led to the conflicts and contradictions of old-new regulations, social mechanism, values and so on under the condition of deep adjustment of interests relationship and pattern. The public crisis, group incidents, have been caused by the people internal contradiction.Group incidents administration is a major component part of public crisis administration. Since public security organs are the important power of public emergencies administration, any other function departments cannot take the place of its duty and mission. Otherwise, group incidents administration is also a huge social system project. It always would go by contrary only depending on the fighting a lone battle of public security organs. The position and effect of public security organs in the administration of group incidents have been discussed and clarified, which should be helpful to form an excellent working pattern, and could resolve different contradictions and problems promptly, effectively. It could avoid the upgrade of public emergencies and its performance transformation.This paper has emphasized the foundational reasons of the occurrences of Chinese group incidents and the shortages of its administration. The judgment of policemen’s finite performance and finite effect has been applied through the comparison of group incidents administration models at home and abroad, especially the experience of policemen department. Several countermeasures and suggestions have been put forward including speeding the construction of urban emergencies center, promoting the working level of preparations, building a scientific evaluation system and a completed law system, etc.
