Safe Production Supervision Of Local Government

Security is that people are born with the pursuit, is the foundation of all human alldemand, if the loss of life, other everything is moonshine. Along with the advance ofChina’s economic development, people’s living level unceasing enhancement, thesecurity problem is more important, the people more and more high to therequirement of work safety in production, production safety has become a hot issue,cause the extensive concern of the state and society.Although the central governmentcontinuously issues instructions on strengthening safety production, localgovernments in some areas do not pay attention to the work. Therefore, the work ofsafety supervision is important for local governments. Whether the situation of worksafety is smooth and under control depends on the local governments’ implementingthe instructions of central government on work safety and the strength of thesupervision of work safety.In this paper, based on the elaboration of relevant literature review on safetyregulation home and abroad, the author analyses the concepts of work safety,supervision, and work safety supervision, presents the externality and the theory ofgovernment regulation, the theory of crisis management, and the theory of systemsecurity, analyzes and researches the system of local governments on work safety,points out the obligation of local governments on supervision of work safety, analysesmain problems and the reasons of them on work safety supervision of localgovernments, according to the real condition of supervision on work safety inFengxian district, Shanghai. This paper introduces the experiences home and abroadof supervision on work safety in Shunyi district in Beijing and Shenzhen and foreigncountries such as the United States and Germany, and summarizes some relatedenlightenments for local governments. On this basis, the author puts forward themeasures to strengthen the supervision of work safety for local governments. We needto make efforts to the mechanism, team of supervision of work safety, and the lawenforcement, publicity and education and science and technology of work safety.Putting the related theories on work safety as instruction, this paper adopts themethod of the combination of demonstration and theory, makes researches from theaspects of the government, which is practical and operable. Through the study of thispaper, the author attempts to reveal the rule of work safety systematically andscientifically, and provide some useful reference for functional departments ofgovernment and corporations to carry out the work of work safety so that they canmake contributions to human life and to society.
