A Research On Problems And Countermeasures Of The Production Safety Of Local Government

Safety is the most important and basic requirement of mankind and the basic right of people's life and health.The safety production is directly related to the survival and development of the enterprise,the safety and stability of the society as well as the security,health and the well-being of the people.In recent years,the volume of production safety accidents in China is still large,and most of them are concentrated in the traditional industrial manufacturing industry.However,they also show a trend of spreading from high-risk industries to other industries.New industries,which are bred by the deepening integration of new technologies,are also facing new challenges of production safety.Local government and its functional departments are at the forefront of the guarantee of safety production.Therefore,it is particularly important to study the problems faced by local governments in the process of safety production supervision,analyze the causes of these problems and put forward targeted countermeasures and suggestions.In this paper,the author thoroughly analyzed the scientific research achievements of experts and scholars at home and abroad in the field of safety production,and summarized the shortcomings and weaknesses of the research on the basis of absorbing their useful theoretical thinking.In order to further supplement the status of domestic research and promote the release of local government safety production supervision efficiency,based on the tools of collaborative governance theory and government supervision theory,the author chooses Wenfeng District of Anyang City as a case,making full use of the literature method,case study method and inductive summary method,abstracts the current problems of the safety production supervision of the local government such as lack of attention,buckpassing of responsibility of safety,low efficiency of the supervision and enforcement of laws and regulations of safety production,weak basic ability of safety production supervision and then analyzes the profound causes of the problems such as lack of consciousness of "red line" of safety production,the imperfect laws and regulations of safty production and lax enforcement of laws and regulations,the unclear supervision powers and responsibilities of governmnet departments,the imperfect mechanism of assessment and accountability of safety production,the weak cooperation and participation of multiple social subjects and the imperfect guarantee mechanism of safety production supervision.At last,the author puts forward scientific,reasonable and pertinent countermeasures and suggestions from five aspects: strengthening the "red line" consciousness of safety production supervision,strengthening the implementation of legal supervision,strengthening and improving the safety production supervision system and responsibilities of local government,improving the system of assessment and accountability and cooperative governance as well as strengthening the basic capacity building of safety production supervision.The author hopes that through this study,the government,the public,the media and other multiple social subjects can pay attention to and think about safety production,and also hope to provide reference and reference for local government to carry out safety production supervision.Of course,limited by the author's understanding of the actual situation and his academic ability,the proposed countermeasures and suggestions need to be further tested.
