A Research On The Problems In The Supervision Of Production Safety Of Local Government

China's production safety situation in the overall show a stable situation,safety has also made significant economic results.The local government has strengthened its supervision over safe production in accordance with the instructions of the central government.Enterprises as the main production safety,but also actively cooperate with the local government supervision,to ensure that the production activities of enterprises in a safe state.Although the degree of emphasis on the safety supervision of our government has been continuously improved,many policies have been put forward to promote the development of safe production,but the production safety accidents have still occurred in production and construction.The occurrence of safety accidents not only caused the loss of people's lives and property,but also exacerbated the public's panic.Party Central Committee in Xi Jinping,general secretary of the spirit of production safety under the instructions,continue to strengthen safety supervision,improve the safety production supervision system to enhance the supervision and management of administrative supervision and management level.At present,China's local government safety production supervision,there is still a serious cross-functional functions of the supervisory department,supervisors lack of professional supervision and knowledge skills,safety supervision and inspection of enterprises is not in place,emergency rescue system is not perfect and so on.These problems not only show that there are still some shortcomings in China's production safety supervision,but also make us realize that we must constantly improve the local government safety supervision.This article is divided into four parts as a whole:The first part introduces the relevant concepts of local government safety production supervision,among which the main concepts include safety production,local government safety production supervision.In addition,the theoretical basis of the paper is introduced,including the theory of responsible government and the theory of government supervision.The second part introduces the basic situation of local government safety production supervision.The main contents of this paper are as follows: the current safety production supervision mode,the characteristics of the safety production supervision system,the setting of responsibilities in the local government safety production supervision and the organizational structure of the local government safety production supervision.The third part mainly discusses the problems and reasons of the local government's safety supervision.The problems in the safety supervision of local governments are mainly summarized as four aspects,and the reasons are summarized as four points.Mainly from the safety management of emergency management,the main body of responsibility,regulatory system and training and education of these four aspects of the corresponding discussion.The fourth part,on the existence of the problems put forward a tentative solution.From the four aspects of the corresponding countermeasures,respectively,is to clarify the safety of production regulatory functions of the division,to strengthen the safety of production supervision team of personnel construction,the establishment of hidden danger management supervision and inspection mechanism to enhance the safety of production accidents emergency rescue disposal capacity.From these four aspects to continuously improve the local government safety production supervision system,strengthen safety supervision,to achieve the goal of safe production.
