With the rapid development of economic globalization, the increasingly fierce market competition, to reduce the supply cost is a new source of profits. Material procurement management has become an important part of enterprise management, caused the attention of enterprises. In order to make the development of Yanchang oilfield better, improve supply quality.Based on the sufficient research of strategic purchasing theory, to extend the present situation of oilfield material supply management are analyzed, and pointed out the existing problems, mainly supplies purchasing organization structure is not reasonable, the procurement process of aging, supplier management and inventory management concept is relatively backward and procurement management information completely and so on. Combined with prolong oil procurement management, application of strategic purchasing management theory to study the procurement management, proposed the establishment of prolonged procurement strategy system of oilfield. Mainly includes:analysis of the ideas and principles of constructing materials procurement strategy; put forward different material procurement strategy, establish the optimization of important materials JIT procurement model and bidding way; on the construction of organization system and the process of Yanchang oilfield supplies procurement strategy are analyzed; in the centralized procurement operation mechanism proposed to build a strategic material procurement management system, strengthen the construction of quality of material procurement management, procurement supply chain, and the establishment of Procurement Evaluation system. Finally the paper gives security extension of specific measures, construction material procurement strategy system include:optimization of inventory management, puts forward the classification of inventory by using ABC analysis method, different types of measures to strengthen the management of the inventory, and the implementation of the strategy and measures of inventory control; put forward to optimize supplier management, the implementation methods of supplier dynamic management and classification management strategy to different suppliers; establish the material management information system; continue to improve material purchasing staff.This paper seeks to achieve extended purchasing management of rational, more standardized business processes, procedures, in order to promote the material purchasing from the traditional procurement gradually moving towards modern procurement strategy, improve the purchasing management level, to extend the oil to reduce costs, increase economic efficiency and make more contributions to.
