The major natrual disasters are frequent and serious in recent years, how to configure and schedule the limited emergency resources orderly, improve rescue capabilities so that provide fast and efficient aid operations to disaster areas, has become significant issues to the government. Disaster emergency resource allocating involves multiple fields and needs many experts from different backgrounds to participate. However, there isn’t specialized information communication platform for them. As a result, the wisdom of the group of experts can not be assembled in short time. Moreover, in the process of emergency resource allocating, there exists many dependency conflicts among the decision-makers, it is difficult to form a consensus of the decision-making scheme that has brought a lot of obstacles to emergency decision-making. Therefore, it has become the need of the times to achieve the modern formulation of the group decision-making scheme through information technologies in disaster emergency resource allocating.Currently, the studies on group decision-making method and group decision support system have gained some achievement, which mainly focus on the creation of the decision-making theory and method. Based on the domestic and international research on the traditional group decision-making methods and relative computer technologies, this paper firstly proposes the collaborative group decision-making method of emergency resource allocating based on the information entropy model. On the basis of that, a new structure of group decision support system of emergency resource allocating is constructed by use of Web Services technology to support the task of disaster emergency resources allocating and fast high-efficiently generate the scheme of resources allocating, which provides decision support for emergency resource allocating action. Finally the Ice&snow disaster of Chenzhou region of Hunan province is taken as an example to verify and apply. The main works of this paper mainly includes the following: (1) Aiming at the complexity, timeliness and other problems in the emergency resource allocating decision-making of major natural disasters, Detailed analyzed the causes and type in the decision-making process of disaster emergency resource allocating. At the same time, in order to provide theoretical support for the follow-up study, traditional group decision-making methods and relative computer technologies are also studied.(2) Under the characteristics of group emergency decision-making and necessity of conflict coordination, method of emergency resource allocating based on the information entropy model is constructed, which was verified through a calculation example.(3) A new structure of group decision support system of emergency resource allocating is constructed by the use of Web Services technology. On this basis, the conceptual model and architecture of the system are analyzed, so as to form a large group decision support system based on group coordinating using B/S mode.(4) By using the ASP.NET platform and combining with SOA technology, main function models of the large group decision support system of emergency resource allocating are achieved, and applied to the emergency resource allocating action of the Ice&Snow disaster of Chenzhou region of Hunan province...
