In the21st century, with the advent of globalization and theinformation society to promote, all kinds of emergencies occurfrequently. Then there are new requirements for the governmentto respond to emergencies which include natural disastersemergencies and social emergencies. It is found through thestudy that most social emergencies are caused by humanfactors, but there are many social emergencies and naturaldisasters are closely related, and natural disasters are even thesource of social emergencies. After a natural disaster, atriggering event occurs, the individual make improviseddecisions under the emergency situation and make bias, givingrise to social emergencies, resulting in normal social disorder.Such emergencies will cause the loss of people and property, thedisorder of our life, so it is necessary to study them.The study for such emergencies is from the perspective ofindividual improvised decision-making, first from the literatureperspective of chain of natural disasters, social emergencies,social emergencies chain, improvised decision--making.Secondly this paper puts forward the social emergencies causedby natural disasters, and classfy which into “fast” emergencies and “progressive” emergencies, according to the time betweenthe natural disasters and social emergencies. Then each ofthese two types of the social emergencies are studied. Thepaper concludes that individual improvised decision-making biasunder the emergency situations is the major cause of socialemergencies caused by natural disater. Then the paper analyzeThen analyze the factors affecting individual improviseddecision making under emergency situations: the individual’sown characteristics, the effects of natural disasters, the degreeof trust in government, trust in the experts, their ability torespond to emergencies, access to information channels as wellas the action taken by aroud people. The individual’s owncharacteristics include gender, age, health status, occupation,average monthly income, education level, marital status. Afterselecting the "panic buying of salt " emergency as "fast" socialemergencies typical case, the "waiting for earthquake"emergency as a typical case of "progressive" socialemergencies, through binary Logistic regression analysis, thepaper verifies whether the above factors significantly affectedthe individual improvised decision-making in emergencysituations. Fimally the paper concludes the significant factorsaffecting the individual improvised decision-making inemergency situations and provides suggestions from the pointview of from the government, experts, media and the individualto improve the ability of indicidual improvised decision-makingunder emergencies situations and utltimately reduce theoccurrence of social emergencies caused by natural disasters.
