| Due to the special nature of its raw materials and production process, there are some environmental risks for petrochemical industry. The products may occur leak, fire and explosion in the process of its production, storage, transport and use, result to environmental emergencies, and cause disasters and significant environmental pollution. In recent years, the petrochemical industry environmental emergencies have been frequently occurred, resulted to a growing trend of casualties, property damage and environmental hazards. To reduce chemical accidents and the resulting significant environmental hazards, the establishment of contingency plans for the environmental risk of corporate is very necessary. Currently, environmental risks of emergency response plan has become an indispensable process for petrochemical construction projects and other existing toxic and harmful substances projects before running. So, it is practical significant for petrochemical enterprises of environmental risk emergency plan.Based on the researched results at home and abroad, the paper analyzed the environmental risk of petrochemical enterprises, against to the own characteristics of petrochemical enterprises, starting from the event classification, it has established emergency response under accident conditions, proposed the processes, main contents and methods of emergency response plan for petrochemical enterprises environmental risk, The researched results are as follows:(1) Proposed a set of environmental risk programming contingency plan suitable for petrochemical enterprises. Clear the processes of the preparation for petrochemical enterprises’environmental risk contingency plans, includes analyze the environmental risk for petrochemical enterprises start from the risk identification, clear the petrochemical enterprise’s own characteristics and hazard type, conduct the risk prediction based on the summed risk prediction methods and combined with the result of risk prediction, classify the risk event, and so on.(2) Based on the complexity and the hazardous characteristics of petrochemical enterprises, including the type, quantity and potential harm of the risk source, proposed the methods and principles of environmental risk event classification for corporate, and clear the procedures and measures of hierarchical response combined with the event classification.(3) Use an enterprise as the research object, applied with the proposed procedures of emergency response plan and the method of environmental emergency grading, enrich and perfect the content of environmental risk emergency plan, graded the corporate environmental emergencies that may occur, and developed a graded response measures. Complete a set of environmental risks contingency plans for petrochemical enterprises preparation.(4) The result of the case study show that, the proposed emergency response plan is more systematic and simple operation, the classification method of environmental emergencies and emergency response measures make the contingency plans of environmental risks more operational, it is applicable for petrochemical enterprises to prepare environmental risk contingency plans. |
