In recent 30 years,petroleum and chemical industries in China has a huge progress,although petrochemical enterprises is promoting local economic development,it also brings many security risks.The production of raw materials,products and process equipments according to the actual needs may change due to the process of the actual construction project,so the EIA report which make in feasibility study stage and the actual operation situation of the project may differ materially.Therefore,it is necessary to carry out the environmental risk post-assessment for petrochemical construction projects with potential risk of accidents.The construction project environmental risk post-assessment is the area of short time developing,immature theory,low operability,difficult application in the category of environmental risk assessment work,The implementation of environmental risk post-assessment will evaluate the actual risk of project,to predict,the future environment at the same time,provide a guide for reasonable selection of environmental protection measures and environmental management.There is no unified technical specification for the environmental risk assessment at present.This paper combined with the characteristics of petrochemical project itself,constructing the principles,contents,methods and procedures in existing petrochemical construction project environmental risk post-evaluation and carrying out case analysis.This paper investigate the enterprise present situation,the surrounding environment situation and environmental sensitive targets in a company of Dongying city,identificat environmental risk in enterprise,predict the impact on the surrounding environment under accident state.We construct the emergency response capability assessment systerm for the petrochemical enterprises,meanwhile,AHP method is used to define weight of all faetors of the index system,the model of fuzzy synthetically evaluating method for successful degree evaluation have been built to evaluate emergency capability of production accident in company of Dongying city.Finally,it puts forward existing measures on environmental risk and given the improvement proposal for the exist problem in emergency plans.The thesis construct the evaluation method of the petrochemical construction project,and provide the reference for the existing petrochemical environment research and practice work,and provide basic information for environmental risk management of project.
