Safety And Emergency Management Methodology Based On WSR Oil Companies

In recent years, the work accidents of oil companies occurred frequently, such as12.23blowout accident in Chongqing Kaixian, oil spills in Penglai19-3oilfield and some others, which have brought serious impacts for the oil companies, the regions where the accidents occurred, even for the nation and society. Once the event of work accidents occurred, itself, the companies, will have to accept and face huge losses. What is more, the air would be polluted and the ecological environment be damaged, which is hard to restore. Worse still, the society may cannot operate normally, and also maybe tend to be unstable for the affection of the accidents. Therefore, along with the increase of the total demand of oil resources year on year, the approaching peak of petroleum exploration and development and the enlargement of international oil cooperation, it has increasingly become the focus of the oil companies about safety management, the focus of social attention and research that how to efficiently ensure and realize the work safety and cope with the work safety accidents.In this paper, the basic research method is Wuli-Shili-Renli (namely WSR) system methodology, and the research object is identified as the work safety emergency management system in oil companies.Specifically, the research idea is as follows:Firstly, the connotation of the WSR system methodology is mined in order to ensure the applicability to the emergency management of work safety in oil companies.Secondly, combined with the requirements and regulations of China’s "Work Safety Law","Emergency Response Law" and "the Twelfth Five-Year Plan", the present stage of emergency management of oil companies and its challenges are analyzed.Once again, the emergency management system of work safety in oil companies is proposed and the system property of the system is expounded. Then the factors of emergency management system of work safety in oil companies are distinguished in the perspective of Wuli, Shili and Renli. In detail, Wuli is defined as objective laws and the site conditions, Shili was analyzed in the perspective of full life cycle in emergency management, and defining one self s problems and problems between people as Renli.Finally, on this basis, what are proposed is the countermeasures and suggestions, respectively, from the aspects of Wuli, Shili and Renli of the emergency management of work safety production in oil companies.
