In this new millennium,the petroleum chemical industry park demonstrated the characteristics and trends of intensive and large scale development. Since 2001,the Huizhou Dayawan petrochemical industrial zone(herein referred to as″Dayawan petrochemical zone″) was developed in a zone of 65 sq.km.The Dayawan petrochemical zone is now refining 12 million tons of crude yearly,successfully producing 950,000 tons of ethylene,and driving the rapid development of LDPE(low density polyethylene) and HDPE(high density polyethylene) for the petroleum industry.Huizhou has become the main driving force for economic development and is an important part of the coastal petrochemical industry zone in Guangdong province. In 2013, the economic contribution of the petrochemical ranked 2th in the nation for key chemical industrial parks.In 2014,the development of the petrochemical industrial base was listed as one of the seven major national objectives.The success of the rapid development of the Dayawan petrochemical zone as a new economic growth in the Pearl River delta region has raised concerns on the high safety risks inherent in the petrochemical industry,such as increased accident rates and environmental issues.At the start of the development,Huizhou,Guangdong Province,all levels of Government of the country,and supervising regulators of major safe production zone were well aware of new ongoing problems,the emerging social awareness and its important role in supporting the economic and social development.On July 24, 2010, the feedstock tank of the coking unit of CNOOC,Huizhou refinery caught fire causing direct losses of RMB 600,000. On July 11, 2011,there was an explosion at its aromatic combination unit resulting in a fire over an area of 400 sq.metres,with flames shooting over 120 metres high.The on-site emergency response team together with the Guangdong public security fire control team which dispatched more than 80 fire trucks and 0ver 300 firefighters fought for 13 continuous hours to extinguish the fire.On May 28, 2012 at 13:18 hr,a tank at Huizhou Xingda petrochemical industry co.LTD leaked about 900 cu.metres of Styrene causing a fire and 3 accidents with no casualties,but with hard lessons to be learnt.This research paper, based on the Dayawan petrochemical zone the specific case study, looks at and clarifies several aspects in the development of a world class petrochemical I n d u s t r y b a s e, i. e, p u b l i c s a f e t y, p r o d u c t i o n s a f e t y, e m e r g e n c y m a n a g e m e n t procedures,construction and development trends.The Dayawan petrochemical zone was compared against other similar domestic and foreign zones based on the above concepts.The study aims to provide a reference for creating a new model for the construction of local chemical industrial parks which incorporates the key concepts of improved production s a f e t y, e m e r g e n c y m a n a g e m e n t, m a r k e t i n g s p e c i a l i z a t i o n a n d r e s p o n s i b i l i t y.
