Research On Collaborative Governance Of Urban Grass-Roots Safety Production Supervision

With the rapid development of China's economy in recent years,a large amount of social wealth has been accumulated,science and technology have been continuously innovated,and new relations of production have been constantly generated.At the key point of China's economic transformation,in order to achieve sustainable economic development,it is necessary to standardize the previous extensive production environment,and safety supervision is one of the main entry points.While technological progress improves production efficiency,it also increases the risks and hidden dangers of production safety.Once a production safety accident occurs,it is likely to cause adverse social impacts.Therefore,promoting the sound development of production safety supervision has become one of the key points of the current government agency reform.This article selects A street in B district of Shanghai as a case study object.By introducing the current status of multi-subject collaboration in the field of safety production supervision in A street,it attempts to explore the effective way to solve,and summarize can be popularized in the field of urban basic safety production supervision experience and practice,combining with other cities at home and abroad.The practice of coordinated supervision of grassroots multiple subjects attempts to find effective solutions,and summarizes the experience and practices that can be extended in the field of urban grassroots safety production supervision.Street A,as A pilot area B in Shanghai,has achieved certain governance effects through the collaborative supervision of multiple subjects of production safety.The multiple subjects mainly include: third-party safety production intermediaries,industry safety mutual assistance groups,residents volunteers,and information resource sharing platforms.As a leading party,A Street conforms to the general direction of the reform of the party and state institutions,grants certain powers and responsibilities to multiple subjects in different forms,and concentrates social resources and group wisdom,which improves the efficiency of grass-roots safety production supervision,and presents certain governance effects.Although the current situation of multi-subjects collaborative governance in Street A has gradually reflected the logic of public governance in modern society,there are still many problems that need to be improved: First,the power and responsibility mechanism of multi-subjects is not clear,and the subject's supervision behavior is relatively arbitrary and standardized.thirdly,the information resources and sharing platforms fail to get through vertically and horizontally in different government functional departments,making it difficult to achieve professional supervision connection with comprehensive supervision;Fourth,the lack of incentive and disciplinary mechanisms has formed a good situation of active supervision.Based on an in-depth analysis of the problem of coordinated supervision of multiple subjects on A Street,this article uses the excellent experience of domestic and foreign grass-roots safety production supervision to explore effective ways to solve the problem from the following four aspects: First,the subject's rights and responsibilities should be defined in the form of rules and regulations;Second,the flexible incentive reward and punishment system promotes the collaborative supervision initiative of the subject;third,breaks down the information barrier between government departments and the government society,builds an information and resource sharing platform,and realizes "big data" and "smart security supervision";Fourth,the government has improved the two-way governance track and actively accommodated social forces to participate in the governance of production safety.Finally,through the analysis and exploration of the current situation of production safety supervision in A street,this paper predicts that as a pilot street,it will bring new ideas and reference experience to the public governance at the urban grass-roots level in China,promote the formation of benign interactive relationship between the government and the society,and improve the level and level of public governance in the whole society.
