Since the signature of Kyoto protocol, countries around the world have their owncarbon finance system. With the rapid development of our country’s economy, the role ofChina in the international environmental issues becomes more and more important. At theCopenhagen climate conference, Chinese premier Wen jiabao proposed that by2020Chinawill reduce carbon emissions by50%. However, after viewing the carbon trading aroundthe world, China is still in a weak position in this market. In addition to participating in theCDM projects in the Kyoto Protocol and voluntary emission reduction projects, the realdomestic financial system did not build up. Because of our lack of a satisfactory system ofcarbon finance, we do not have the pricing right of carbon financial products and ourcountry’s carbon trading will not be able to connect directly with the international carbonfinancial trading market. Based on this, combined with the experience of developedcountries and the current situation of our country, this paper gives some relevant policyrecommendations to our carbon financial system.This paper firstly describes the relevant economic theory of carbon finance; Secondly,summarizes the situation of western carbon finance system, finds out the features andadvantages of the foreign carbon trading platforms and by drawing on the experience ofdeveloped countries, provides a design of the carbon financial system in China; Thirdly,after analyzing of the development of our carbon trading system, this paper proposes thenecessities and binding characters of our carbon trading system as well as the problems ofour own carbon financial system; Finally, from the several aspects of construction principle,the overall goals, development procedures and the role of government, this paper givessome relevant policy recommendations to the construction of our carbon financial system.
