As the important industrial and agricultural base of China, North China Plain is in a very important position in the national political, economic and cultural fields. The North China Plain is one of the most serious conditioned by water in the process of China economic development; Water scarcity restricted sustainable socio-economic development of the North China Plain, but also greatly damaged the virtuous circle of the ecological environment. Therefore, to carry out the evaluation of water resources and its impact mechanism has great significance for the rational development and utilization of groundwater resources in the North China Plain and the government to develop the water resources management and protection measures.Traditional water resources monitoring is implemented by dynamic water monitoring network. It is difficult to meet temporal and spatial variation of groundwater resources on a regional scale due to the small number and the uneven distribution of the monitoring wells. Remote sensing becomes the trend of the water resources research, and the GRACE makes it possible. The earth is a dynamics system, a time and space changes. The mass redistribution of the earth leads to the changes in the Earth’s gravitational field, the redistribution of the earth mass is mainly produced in the continental water storage changes, GRACE is established based on the Earth’s time-varying gravity field.This article selects the North China Plain as the study area. It discusses and analysis the Temporal and Spatial trends in the North China Plain between2003and2010of water reserves based on GRACE, surface water based on GLDAS, the groundwater based on the monitoring site data. It compares between the measured groundwater data and the groundwater reserves inverted by GRACE. After verify the accuracy, we apply the gray related degree analysis and correlation analysis to analysis the response to climate change and human activities of the water resources variation characteristics in North China Plain. The results show that the surface water and groundwater of the North China Plain decline at the rate of,0.31cm/a and0.45cm/a respectively. The precipitation as the main supply source and the agricultural water as the main consumption of the water resources in the North China Plain, direction water storage changes in the North China Plain, the greatest impact, are the greatest impact on the North China Plain.
