Southern Hunan in China including HengyangCity, Chenzhou City andYongzhouCity, is the tradition of agricultural region and the concentrated habitationof agricultural population. With the special geographical position, South Hunan areahas the favorable economic conditions. However, the urbanization level is not high inSouth Hunan area, Village-Town planning is comparative lag, the incompleteconstruction in some areas has largely restricted the development of South Hunan area.In all, it Urgently needs the suitable Village-Town planning patterns of South Hunanarea as the foundation for the rural construction t and social development.With the steady and rapid development of Chinese economy, the level ofurbanization and urban-rural integration constantly increases. Especially since thereform and opening up, the Chinese government has regarded “the development ofsmall towns is an important guarantee promoting the construction of villages andtowns and economic development” as an important strategy for Chinese economicand social development for multiple times in order to promote local economicdevelopment. The overall layout of “Five in One” specifically put forward in thereport of the18thCPC National Congress has great practical significance andprofound historical significance for the construction of socialism with Chinesecharacteristics. The important role of urban-rural integration development in theconstruction of socialism with Chinese characteristics can thus be seen.This paper starts from the concept of villages and towns, establishes the studyarea through deep analysis on characteristics of urban-rural integration developmentof different types of villages and towns under the guidance of planning pattern ofurban-rural integration, build “34521” complex planning pattern peculiar to southernHunan on the basis of theoretical analysis, considering the nature, society, economy,culture and environment of southern Hunan in combination with regional features ofvillages and towns; puts it into practice in the overall planning of Liangtian Town,Chenzhou, Hunan. Adopting “SWOT” method to analyze Liangtian Town’s dev- elopment status from the aspects of strength, weakness, opportunity and thread.Meanwhile, on the basics of ecology, applied the reverse reasoning planning mode tofocus on the development direction of Liangtian Town. Realizing the complex plan-ing pattern with economic construction as foundation, political construction asguarantee, cultural construction as soul and social construction as condition andecological civilization construction as basis.
