On The Ethics Of Mekong River Water Resources Development Project - The Lancang River

Lancang-Mekong River is an international river, it flows through six countries: China, Myanmar, Lao PDR, Thailand, Cambodia and Viet Nam. Lancang-Mekong River rich in hydropower resources. With the rapid development of economic and social, energy requirements of through countries increase, scientific and rational develop Lancang-Mekong water resources has become a consensus.The new action, as for these six countries, is not just a sound opportunity, but also a serious challenge. When it comes to the former one, which benefits to enlarge human activities in remodeling nature, brings vast overall benefits, lifts considerable energy demand and gives a light to regional economy. However, it causes a series of problems as well. One important reason among others is that this kind of measure refers to a large scale hydropower project, which involves in society, economy, technology, knowledge, as well as engineering ethics issues.In order to allow water resource of Lancangjiang-Mekong River play a full role in economic efficiency, reduce negative impact on its hydropower project, from the perspective of engineering ethics issues, This paper focuses on researching and analyzing hydropower of Lancangjiang-Mekong River. This study which is divided into four parts and the first part is foreshadow, used to show background of this research, and has a brief overview by means of observing basin situation of Lancangjiang-Mekong River. The second one builds hydropower engineering theory through expounding project, engineering concept, connotation and main principles. The third one discusses advantages and opportunities and risks, which all may be produced by hydropower resource development, and find out engineering ethics issues which will be bought by Lancangjiang-Mekong River hydropower resource development. The last one adopts utilization of basic engineering ethics theories to come up with steps to weak negative effects.
