Electric power industry is the lifeline of the national economy, and also is the foundation of the people’s livelihood. Electricity as a commodity with general merchandise in common, its market supply will focus on market equilibrium price oscillated ups and downs, and makes the automatic adjustment without regularity showing regularity. At the same time, electricity is also a kind of special commodity, can not be stored require the power supply and demand must reach the instantaneous equilibrium. Step electricity price is the inevitable requirement of China’s power supply and demands and the development of the electric power market, and an important means of reducing the demand side management of the cross-subsidization, and also the Effective measures to promote universal participation in energy conservation.According to the different characteristics and rules of residents show in power and load power, this paper put forwords two residents ladder pricing segmentation methods. First, by using system clustering method to combine and classify the data of residents’monthly electricity consumption, and combined with the coverage of the number of households and the power consumption, then determined the value of each tranche of electricity. Residents of electricity load has an obvious period of time difference and mainly concentrated in the power grid during peak hours. In order to maintain the stable operation of power grid and guide the reasonable transfer of the residents electricity load, then cut a peak to fill valley. Based on this, this paper statisticsed the electricity load capacity of the high, medium and low income residents, and used the necessary for the use coefficient method to calculate the maximum load, puts forward the maximum load segmentation method of the residents ladder pricing. Finally, the proposed segmentation method applicated in Yunnan province. Analysis shows that the segmentation method based on electricity consumption and the maximum load of the price ladder, in accordance with the goals of price ladder and also had certain feasibility.
