First, by using system clustering method to combine and classify the data of residents’monthly electricity consumption, and combined with the coverage of the number of households and the power consumption, then determined the value of each tranche of electricity. Residents of electricity load has an obvious period of time difference and mainly concentrated in the power grid during peak hours. In order to maintain the stable operation of power grid and guide the reasonable transfer of the residents electricity load, then cut a peak to fill valley. Based on this, this paper statisticsed the electricity load capacity of the high, medium and low income residents, and used the necessary for the use coefficient method to calculate the maximum load, puts forward the maximum load segmentation method of the residents ladder pricing. Finally, the proposed segmentation method applicated in Yunnan province. Analysis shows that the segmentation method based on electricity consumption and the maximum load of the price ladder, in accordance with the goals of price ladder and also had certain feasibility.
