Overtaking behavior is a kind of driving behavior which is frequently occurrence when vehicles running. Due to the implementation of the overtaking process will result in conflict areas and conflict points, frequent overtaking will reduce the traffic safety and is apt to cause traffic accidents, especially at the complex traffic condition of urban road. In real life, due to the presence of mixed traffic state,differences in driver characteristics and vehicle performance, overtaking in multi-lane even in two-way two-lane break the rule of "First in, First out", and more frequent overtaking will adversely affect road traffic system. Quantitatively determining the severity of the overtaking and identifying related factors has important practical significance on identifying road bottlenecks and defects, developing appropriate improvement measures to improve level of service and traffic safety, and also can help to promote the development of traffic flow model.Based on reading and analyzing the literature about the determination of overtaking and overtaking characteristic evaluation home and abroad, propose Rate of Overtaking Vehicle Number(RON), Rate of Overtaking Vehicle Times(ROT) and Normalized Overtaking Frequency(NOF) as macroscopic evaluation indicators to quantitatively determining the severity of passing-overtaking;. Accomplish processing and analyzing huge amounts of automatic vehicle plate identification data of signalized arterial sections in Qinhuangdao City, Hebei Province; Propose a method to determine the overtaking behavior between two intersections based on automatic vehicle plate identification data; Use Excel VBA to batch processing the cycle data packet, computing and the statistical summary of results,providing a practical method of the identification and optimization of overtaking data based on automatic vehicle plate identification, achieving overtaking information extraction from massive data. The experimental sections were analyzed using the measured data. The effects of traffic volume, section length, ratio of taxi and large vehicles on overtaking characteristics of urban roads were analyzed. Compared with the existing research results prove the feasibility of the proposed indicators.
