Soil erosion is one of the important reasons leading to the destruction of our environment, the Severity of soil erosion in our country are very serious. Soil erosion resulting in sand discharged into the rivers led to a rise in the river bed, the pollution of lakes and reservoirs, which damage the ecological environment seriously and exacerbate Natural disasters. The southwest affected by the uplift of the Qinghai-Tibet Plateau, showing ravines, deep valleys, the bank slope steep mountain geomorphological features is the focus of China’s hydropower development. A large number of power stations, power engineering, power transmission station had a serious impact on the ecological environment. The report of the party’s18first mention of the concept of "beautiful china", elaborated the concept and content of the "ecological civilization", the ecological environment on an unprecedented height, economic and social development must be the protection of the ecological environment, focusing on ecological, economic and social benefits and win-win.In this paper, Wanan Luojiang Deyang220kv power transmission project, for example,to assess the 《Wanan Luojiang Deyang220kv power transmission project soil and water conservation report》. Results are as follows:(1) Soil conservation scheme design is reasonable.The report forecast the area that was damaged include the area of damaged land,vegetation and construction to protect soil and water and estimate that there is a mount of incremental about22.2t. Analyze and evaluate the protective measures in substation expansion project line project,adhere to the principle of "combining prevention with control, harm fortification","prevention", economical, efficient, and sustainable development" Formulate the protect measures which include projet,planting vegetation in region of substation expansion, region of foundation of tower,region of stretch the field and the demolition area of the project in accordance with the Zoning standards of Soil and water conservation measures.In the progress of construction,the damaged land was restored about97.22%,soil and water conversation was controlled about97.06%,in the early of Commissioning the ratio of,all of the dregs was Intercepted, Vegetation recovery rate about99.20%, Vegetation covers about91.67% land;reach the standard in approval of Wanan220kV power transmission station in luo jiang of de yang.(2) Implementation of the project in strictly accordance with the water and soil conservation design,the changes of project undergo a rigorous demonstration. Compared with the approved soil conservation program report, the amount of soil and water conservation engineering construction has changed,confirmed by owner,construction side and third-party experts.This change mainly due to the difference between the amount of the actual construction engineering and the beginning. Compared with previous design the damaged area was reduced,increase the protection measures in construction region,the measure that plant vegetation replaced by bedding gravel and planting vegetation. All of the changes strictly adhere to the principle of prevention combine remediation and be good for reducing spending,sustainable development.(3) The water and soil constructions lead to positive social and ecological benefits. In the process of construction of Wanan220kV power transmission station in luo jiang of de yang,soil and water conservation and fertilizer capacity were further enhanced;soil erosion has been effectively controlled; runoff was effective controlled and dredged;soil and water resources can be comprehensive utilized, by taking the project construction and planting vegetation. The increase of Vegetation area play an active role in Soil and Water Conservation,reducing flood drought disasters, promoting agricultural stable production and income. At the same time, soil and water conservation measures play an effective role in protection of power transmission stations and lines, extended service life. Ecological and social benefits will play an positive role in demonstration and motivation;enhancing the confidence in protecting soil and water from erosion,promoting the sustainable development of regional ecological environment construction.To form a joint force in protecting soil and water from erosion we should step up publicity efforts, enhance the enthusiasm of people;to find the optimum way to protect soil and water from erosion in Luo jiang, the County water administrative departments should classify and analyze all the construction projects in accordance with road construction, dam construction, ditch construction, electric power construction, the construction of high-rise buildings, water and soil for construction projects;we should fully aware of the importance of construction and protection, strengthen the project construction management and protection after construct.
